The Articles of Confederation was a joint agreement among the states that gave very little power to the Federal level. The Constitution was Ratified not by the states but but groups in the states that were not affiliated with the state government. That is why the federal government has separate powers not granted by states but by the people.
The Constitution gave a lot more power to the Federal Government. The Articles favored the individual states.
